Civil Network OPORA and European Partnership for Democracy announce an open call for the experts who will be working in the project of monitoring of EU-Ukraine Association Agenda.

 Starting from April, 2011 two partner organizations – European Partnership for Democracy (Brussels) and Civil Network OPORA (Ukraine) implement an EU-funded project titled “Enhanced civic engagement with reforms in Ukraine in the framework of European Neighbourhood Policy”.

The main Project objective is to boost the European integration efforts of Ukraine by way of fulfilling of its obligations before the institutions of the European Union. In particular, on the first stage (April, 2011 – June, 2012) it is planned to hold a complex monitoring of a section “Political dialogue” within the Association Agenda in the area of democracy, human rights and rule of law. The second stage (July, 2012 - September, 2012) includes the civic education, information and communication campaigns, when we will manage a sub-grant program on the relevance of the Association Agenda for citizens’ daily life, feeding back input from the grassroots to the government based on the results of monitoring.

For the successful implementation of the first stage, Civil Network OPORA and EPD announce an open call for 10 experts in the following spheres:

  • Constitutional reform in Ukraine
  • Functioning of local self-government in Ukraine
  • Reform of the system of state management
  • Election legislation reform
  • Reform of the judiciary and of the court system
  • Ensure respect for human rights and fundamental freedoms (in accordance with the International and European standards)
  • Freedom of expression
  • Freedom of assembly and association
  • Ensuring respect for the rights of persons belonging to minorities
  • Combating corruption

Selected experts will carry out analysis of governance’s implementation of the signed Priorities for 2011-2012 during September, 2011 – April, 2012.

Qualifying requirements:

  • To have work experience in the theme, confirmed by prepared publications, articles and other materials.
  • To be motivated to continue research work in the selected sphere in the context of European integration of Ukraine.
  • To be motivated to work in a team for producing influential, complex and substantial product.
  • Compulsory following an elaborated monitoring methodology.
  • Guarantee of a stable participation in the project tasks implementation.
  • Experience of cooperation with the bodies of state authority is an additional advantage.

Results will be announced on September, 5th, 2011 at the web-page of Civil Network OPORA. After that, experts will be invited to participate in an introductory meeting dedicated to methodology discussion.
